CRTC consulting on confidentiality of cost studies

The CRTC opened a consultation Thursday on the confidentiality of information used to establish wholesale telecom service rates. In a release, the commission said it is seeking comments about “information that should be expected to be provided on the public record in the context of setting rates for wholesale services.” The Canadian Network Operators Consortium (CNOC), a coalition of third-party, small Internet service providers (ISPs), requested in an application in March that the commission reform how it handles the filing of confidential information. It proposed the CRTC allow companies and their lawyers some leeway to critique undisclosed studies of the incumbents' network costs for wholesale access. CNOC's concern relates to cost studies incumbent ISPs submitted to the commission to determine the rates they could charge small ISPs for wholesale access to their networks. Several companies, including incumbent telcos and members of CNOC, have requested reviews of the CRTC's wholesale network access rates issued in a decision last November. The CRTC said Thursday it is seeking comments on the issue and said “the outcome of this proceeding may result in changes to the disclosure of confidential costing information for all incumbent carriers and for parties to future wholesale service proceedings.” The CRTC said it has found “the greater the importance of the information to the ability of the Commission to obtain a full and complete record on which to make its decision the more likely it is that the direct harm will not outweigh the public interest and that the information should be disclosed.” Interventions may be filed until May 22, 2012. Reply comments are due June 21, the CRTC said. An application from the Canadian Common Ground Alliance (CCGA) to broaden the use of the 811 dialing code for a national locate service was denied, the CRTC said Thursday. In a release, the commission said that the CCGA requested to broaden the use of the 811 code “to include access to call centres that provide an underground infrastructure locate service.” The 8-1-1 dialing code is currently used by Canada’s telehealth triage service, the CRTC noted.
